EA provided pre-lease asbestos inspection services for 12 floors of a high-rise office tower in downtown Tokyo. Although the building was constructed in 1993 (four years after the Japanese ban on asbestos-containing spray on material), spray-on insulation used on the beams and decking of the building was found to be asbestos-containing material.
The Client (new tenant) requested that the building owner remove all spray-on ACM from common areas and from the spaces considered for lease. EA reviewed the abatement scope of work proposed by the building owner and was contracted by the Client to provide abatement oversight services including visual inspection of abated areas and clearance sampling in the proposed space. Scope of the abatement oversight includes:
• Visual inspection of abated areas and structural members
• Reporting results of visual inspections to Client
• Recommending additional abatement where necessary
• Conducting atmospheric clearance sampling prior to tenancy.
