Phase II Soil/Groundwater Investigation & Remediation

EA characterized surface and subsurface soil conditions in a former refinery site for Port redevelopment in Yokohama. The site encompasses approximately 20 hectares and both soil and groundwater have been impacted by organic and metal compounds. EA prepared a remedial plan which included thermal treatment, landfarming and soil washing technologies as part of the impacted soil management plan. The scope of the clean-up and target contaminant concentrations were successfully negotiated with Yokohama Prefecture and Yokohama City to achieve regulatory acceptance, meet budgetary constraints and coordinate with an accelerated development schedule. EA was able to reduce the scope of remediation with resulting cost savings of $15MM as a result of its negotiations with Yokohama City regulators. EA is providing overall Remedial Project management including contractor scheduling, implementation of remedial technologies, compliance monitoring, regulatory reporting and participation in public hearings. Investigation and remedial planning was completed in 2005 and site remedial activities are scheduled to be completed in 2011. Total remedial costs are expected to be in the range of $20MM USD.
